The US decided to place a base in Tajikistan, but then withdrew from the decision. Fortunately, the Tajikistan community rose from the issue. Rumsfeld expressed that the US owed the country for their decision and as a result, Rumsfeld sent a check of 12 million dollars 3 months later. The highlight of the panel was Huddle’s anecdote of how he was able to raise the 12 million dollars in Tajikistan.
